Mission Limitation vs global price increase

So this idea has come up in my discussions with others on the Cbox as to this global increase thing. From what I understood the problem was stemming from people literally spamming missions to get bonus infamy and buy increased stats like mad, which in turn makes you, teh staff head-tilt because they are advancing in power too quickly. Now, those of us who do not spam missions will be relatively more affected by this increase. Rather than change things on a global level, why not just do one of a few things listed below?

1) Limit the number of missions that can be done like, one submitted mission per week per person. Say person X and person Y complete a mission, they ahve both now got a one week waiting period before they can reap infamy bonuses from it, but keep it so they still have that random shot at a DF or items or instead bonus money.

2) Cut the reward for infamy bonuses for missions in half. Honestly infamy is on a per post basis, a bonus of 5 infamy with money and chances at other things should be more than enough for a mission, especially when they can be kept at a bare minimum post count. Now, not to say you cant do more bonus infamy for people after x amount in the thread, like 5 people gets you an additional 5 bonus infamy for a total of 10 to everyone.

Just a couple ideas, but I am not sure how they would take. Statistically speaking if you don't spam missions you are shafted because people who forsake RPing to just spam missions, while they should get more benefit for completing missions, can do their own without real staff interference to get it much faster than anyone just posting in the boards for RP.
