If you're having major events happening outside of missions and arcs that should be making your character much stronger, then you should probably make them into missions and arcs. And if you're not, then I don't see why your character should be improving at a rapid pace for talking to someone on a boat or whatever. The point of casual RP should be to set up missions/arcs or for character development ICly (and not combat-wise, but personality, situation, etc.). Creating relationships and moving to new places and stuff. The pacing isn't terrible. I still recommend splitting the attributes up into more tiers, with less gains between each tier but smaller costs, so that people feel like they're actually improving more gradually, rather than huge sudden jumps every once-in-a-while. Work on developing plots, I don't think people should be scared to create reoccurring NPCs that are integral to your long-lasting plot-lines. One Piece is about adventure and working to fulfill your dreams and being with your nakama.
So, in short, I agree with Axcel and Hotaru. Also, Yuri has some good points, and I definitely agree with the DE stuff. A slight increase in infamy gain per post is fine, but I don't think it should be too drastic.

The points have been discussed to death, so I'm going to move on to a new subject. Races and their capabilities.
Some of these make sense, they work, but some of them seem kind of redundant or proven wrong by the manga. For those of you that don't read the manga, this may contain some spoilers, I don't know how far the anime has gotten.
Fishmen: I don't see why they are incapable of obtaining Devil fruit powers, the manga has proven they can, in the case of Vander Decken, but in doing so they lose their ability to survive underwater along with the regular DF stuff. Now, I know the description says they are stronger than humans, but we go by the attributes, and unless a Fishman starts with level 2 strength, they are as strong as any normal human. It seems like a fair trade off if you ask me.
Cyborgs: Another group proven to be capable of using devil fruit despite what they are. Look at Kuma, he was made a cyborg but still possessed the Nikyu Nikyu fruit's power because they kept that part of him, even after turning him into pretty much a full on robot. Maybe limit them to Paramecia and judge whether they can use the fruit in a case by case scenario, depending on the fruit and what modifications they have. [ex: a person full full body cyborg modifications wouldn't be able to use the Gomu Gomu no Mi, but would be able to use the Horo Horo no Mi.] I know this may sound like it would be a lot more work for staff, but when a Cyborg PMs staff about fruit identification or to learn what happens when they eat the fruit they could describe their body modifications and then the staff member can make a judgement on if they would be able to use it will little extra effort.
Talking Animals: Now talking animals are closest to me so I may be biased, since I already have one and am thinking of making another character that could fall under the generalization. First, why are they only capable of obtaining powers from a Zoan fruit? Is it because Chopper and Pierre is the only animals they've shown to have eaten a Devil Fruit, which happened to be a Zoan fruit? I'm pretty sure Enel was the only Skypiean with a Devil Fruit, should that mean they can only use Logia type fruits? These are animals with human intelligence and speech capabilities, I don't see why they should be limited to only Zoan Devil Fruit when they should have the capability to use any. As for having to choose between Haki and a Devil Fruit, I don't really have a strong opinion here, seems a bit silly, but meh.
Now, I'm not even going to pretend to know everything about One Piece, so forgive me if I got a few things wrong.

With intel, should't you get a additional one per level. I mean, nothing right now is really influencing anyone to get intel since most time the mods don't even care whether you have level 1 intel and make a bomb that can destroy anything in a 30 meter radius.
Right now intel is frankly far to vague in comparison to the rest of attributes. Allowing people with higher intels to get extra professions, or completely removing the intel attribute and making a few more professions in its place can solve this problem; and I moreover recommend the former.

For Fishman, since there stronger then humans and what not but never shown through attributes (what I mean by that is they have to use the same levels as the other races but are said to be more powerful for them), they should have there own set of attributes made. Just there own levels for the physcical attributes such as Stamina, Power, Agility, Accuracy. Have there own levels made but more powerful then the average ones that other races use.

Can just have them start with free level two or three power (which wouldn't count towards the total amount of level ups). Same can be done with talking animals (dependent on which animal you are).

Wow. Why am I not surprised.. Creating a site with so much potential, putting in soooo much work to make it look great and bringing in tons of active user in the beginning. Great job, I mean it. It's been awhile since I've done anime, let alone OP, my favorite and only religiously watched anime/manga out there atm. That's good, you managed to bring me in for the ride and I appreciate it..
Buuut, here's the thing. I see sites like these with the same admins, same people joining them and participating hardcore in the beginning, only to just get bored and abandon bad ass sites like these cause they don't feel like posting. IMO, by shutting down a site just because it doesn't have like 100 active players and no one posts in like 3 days is just silly to me. I've been apart of sites with fewer then 10 active players for years at a time in my day and was completely satisfied, each with ups and lows.
By simply deleting a site just because "it isn't working", isn't cool. Not only are you inviting the same group of slackers everytime you create a site like this, but you're setting them up for failure. These people have rp'd for years, site jumping and joining sites on a whim with no real care. When I say care, I mean, most people create lack luster characters, they're RP skills lack real depth or plot and when they get bored, they just leave, no questions asked. I used to be like that, until I started joining real sites with people that wanted to improve, that wanted to create interesting stories and characters. But no, you'd rather just delete the site and continue the cycle. Sites like these need leaders, not the same fickle people that join them and these leaders need to help transform fickle people into stronger Roleplayers.
To be honest, I've only seen a few, if not 4-5 mods that actually cared. Most of the them just joined as a mod just to join, not doing anything. I applied for staff in the sites time of need yet I wasn't accepted (even though it wasn't that bad). I wanted to see this site survive despite my gripes, I still want to. But now, I feel like I should move on, back to the sites I love with the writers who actually care about their characters/stories depth and quality. I'm tired of wasting my time only to have all my work and time thrown back in my face.
I highly recommend joining sites outside of anime guys or atleast outside this usual group, they will improve the quality of your work and eliminate that fickle mindset most of you have. It turned me into a unique/interesting rper with a single site.
